The Community Resource Council for NCCIW was originally established by the NCDPS Adult Corrections/Prisons as a volunteer-led organization to serve as a liaison between the community and the prison correctional facility. The NCDPS appoints CRC board officers to serve every two years. The CRC recognizes parliamentary procedure, GAAP for Non-Profits and reports its full agenda and fundraising activity quarterly to the state administrator.

 In 2016, the CRC was officially recognized as a non-profit 501 c (3) organization.
